Default Why do I have to show a card when I shop?

Me and a buddy were having a beer this evening and came upon an interesting topic. Why do I have to show a card when I shop at my local grocery or else pay dearly for there product. One came out with them and then the rest followd. Wal-Mart surprisingly are the only ones who do not besides your local mom and pop shop. There was an interesting thread as to California and NY limiting the amount of rice you buy based on your past purchases. They monitor this with your membership card. The cards have been around for a few years now. Was this the begining of public rationing? It just struck me as an interesting take on these damn member ship cards. Keep it up guys
