I'm a homebrewer and basically, you need to either have access to liquid/dry malt extract or access to grains in order to brew. You also need access to yeast (dry is best) and hops. It could be difficult to brew if supplies are cut off but if you can find a farmer that grows malt and you can find a yeast source (possibly brettanomyces or other wild yeasts?), you could make a basic hop-less beer with spices and herbs or try growing hop rhizomes.
