+ after a person's name means they are on your friends list.

I thought it meant they had logged in twice or something.

I just visited a Public Profile and I noticed that the person had 3 friends. Looking at the last visitors to the person's profile, there were visitors who had + next to their name, but none of them corresponded to any of the 3 friends...

I see red names = moderators
I see blue names = Administrators
But all the + I see are green
Because I use the Minty forum skin.

If I change to the Avalon Electric skin,
all the + are white.
