Default Do Israel has a fractional monetary system?

Hi there.

I live in Israel, and although the current situation in our stock market reflects the world wide current of downfall, everyone says that Israel is the safest place to invest right now. a lot of money is getting into Israeli banks from people around the world.

In the Israeli media i keep hearing that Israeli monetary system is different from the US one, therefore there is no way of a bank collapse.
does anybody know in what way?
Are we using the fractional reserve system?
is there a country that doesn't use the fractional system?
