WICHITA, Kansas – Expecting money back from the state for your taxes? You may not be getting that cash for a while. The state is suspending all income tax refunds. In addition, it says it may not be able to pay its employees on time either.

The simple answer is there’s not enough money in the state’s main bank account. That’s not unusual around this time of year. The governor just usually asks the finance committee to transfer funds into the account. But today, that committee said no.

Gov. Sebelius asked to move $225 million from other accounts to allow the state to pay its bills. But Republican leadership denied that request, saying it would be illegal because without a signed budget they don’t know if there will be enough money to put back into the account.

Democrats say it’s blackmail to get the governor to sign their budget.

"The reality is that's what this very well could do -- shut down state government, not pay state employees for the work they do and really put us in the throws of what I considerer to be a very sad partisan tactic on the part of the Republican leadership,” said Senator Anthony Hensley.

"Until we know what has been approved, we're not in a position to know what the financial situation of the state is by June 30th or what an appropriate amount of certificates of indebtedness would be,” said Speaker of the House, Representative Mike O’Neal.

The state budget director says he’s not sure the state can meet its payroll. State employees are to be paid again on Friday. The state stopped processing income tax refunds last week.
