Controlling the world population has been a concern for the US for more than forty years, since Henry Kissinger was comissioned to carry out a study which was published in 1974.

In this study it was concluded that few countries were worried about population growth and that these countries were to be deemed as a problem.
NGOs which supported population control methods were rewarded with generous funds to carry out their work.
At that time, the world population was around 4 billion. Nowadays the population is nearing 7 billion!

So the problem set is how to control the population non agressively.
It really is a difficult one to solve. Back in the sixties, the Report from Iron Mountain was supposedly concluded but not made public until the late eighties under controversial circumstances.

In this report it stated that the most beneficial aspect of war as well as keeping governments in power, is in controlling the world population.
The underground bases are built for all sorts of military and scientific uses, much of which is classified (hence underground), but I don't think these will be used to house a 'chosen handful' of people, as you pointed out, who would do the re-building?
I think there will be major changes in th world, I also think that there will be a monitoring global political body (New World Order, if you like) and as in any national disaster many will die and become homeless, just like they did in New Orleans, or in Indonesia, or Japan, or China. Why did these people die? Because they lacked or didn't look for relevant information. Everybody knew that Katrina was bearing down on the US, but nobody did anything.
So to keep the world in expansion, you have to go one step backwards first and reduce the population to get the world into a controlled 'expansion', where all of a sudden the people left would have the energy and food they needed and the comfortable lives and values that the US had come accustomed to during the fifties and sixties can resume.
The question really is quite controversial and interesting, but needs to be tackled head on to find solutions, peaceful or otherwise.
