In Britain a bank note is a promissory note
The bank should have in its vaults gold and if you were to take your promissory note in they will swap it for some of that gold.
If you look on a British bank note it says
"I promise to pay the bearer on demand the sum of..."
But seeing as we now have no gold in the vaults it's really just a piece of paper with no true value
