Russia and China are complicating the situation because of their dealings with Iran. But, U.S. intelligence agencies have a long relationship with the I.S.I. in Pakistan.

All of these "moves of the game" are planned to add to the destabilization of the existing nation-states. That way the suffering multitudes will demand a global governmental system to fix the horrible problems that are actually being orchestrated to collapse the economies of the capitalist countries. When the American economy tanks, the leading capitalist country will be scorned by people across the globe.
