Financial transparency is good when you want everyone to know what you are doing, but if you want to keep certain issues out of the public domain and away from "Prying Eyes"
then one has to go 'under the table'.
The thing about publicly revealing the truth is that it can benefit an enemy as well as an ally.
So maybe both groups are dipping into the Black Hole you speak of and to bring one out into the open will shine light on the other?

If they monitor the 'financial state' via a world wide super computer system, then would money laundering be a way to keep that 'money' off
