I guess that they are trying to catch people coming in illegally from the south?
This sort of thing is normal in lots of countries, either to catch people without license or those with unregistered vehicles.
Heck they have it in New York. Happens all the time where I live. The Texans won't like it though--they WILL rebel. It is a violation of civil rights. I have the right to drive to Walmart without being harrassed!
