Your post is very informative and true, one aspect you have omitted is that most gangs either after inception or during the heights of their activity are financed by rich white bankers. Whether the gang organizers came to these bankers with hordes of cash to launder or were approached by the bankers is still to be determined. It is a relationship of mutual benefit and without this legitimate connection they would not be able to continue.
