It can happen sometimes a friend of a friend points to someone who would be a valuable member of a lodge. Yes that can happen but it is not the rule.
I am familiar with the Dutch Lodges and maybe there are differences in how they go about membership.
There are big differences between US lodges, Eastern EU lodges, UK lodges, Scottish lodges, Australian lodges imo.
