However I do believe there is a lot of technology limited to black ops, probably for good reasons, many talents are wasted in pursuit of these chimera.

There are more practical issues to be concerned with, such as public health, transportation, economics, food/water supply, geopolitics, pollution, sustainable development, education, organized crime, and problems of a more systematic nature.

Try fixing those problems which can be solved.
