O.K. here goes.

This is a general outline, not a “nuts & bolts” rigid plan.

I would start to buy up foreclosed properties and offer them to those in the property market looking and able to buy. (initially)
The mortgages would carry 3% interest rate and only be available from ethical lenders, based on an income calculation that is realistic, ie. Not based on 5 times salary etc.
The term would be altered to suite.
(Properties would only be available to people without the means to purchase outright, they can find their own)
The property could only be sold on to another member signed up to the scheme.

Each Mortgage would carry other conditions:

You only buy goods, services, etc from ethical suppliers.

Each able bodied member of the household (teenage upwards) to provide 2 hrs a week min, voluntary service to others ( preferably Elderly & Infirm at the top of the list ) who would also be signed up as a part of the scheme. Anything from grass cutting & shopping, to maintenance (qualified trades only), car repairs, holistic therapy etc.

Each member of the household, to spend a minimum of 2 hrs a week learning a new skill. Anything from languages to quantum math.

Each member to endeavour to only work for an ethical employer.

I think you get the picture.

I would also approach companies to sign up and become sponsors of the scheme, again only those who have or accept ethical trading policies.

This would start off small, $19.4million would not go far enough, but once companies and individuals got involved & active, I reckon it would snowball.

Once the system was up & running, profits and money generated would be offered as a grant system to cover future deposits of signed up members trying to get on the property ladder. Other forclosed properties could be purchased and offered with a subsidised rent, for those who wanted to rent rather than buy.

Then we could concentrate on other issues like the homeless, education, crime…………..

I could go on But I think you get the idea.
