Great question. I live in Hawaii and I have my Medical MJ License (Blue card).
My kung fu teacher (Sifu Mike, 80th grandmaster of Yee Chuan Tao) is a major pothead. And if you do research, you'll find that a lot of kung fu masters, including Bruce Lee, smoked this stuff. This plant hasn't stifled my teacher, nor has it stifled me.
So in my opinion, this plant won't hold anyone back. It is the addiction that one has to a drug, that could, perhaps, hold one back. But then again.. I woke up while still being terribly addicted to cigarettes and marijuana. My friend who is an alcoholic, woke up. I hope this helps answer your question.
