Do you have proof of this or is this pure conjecture? Logically, one could not just put in a chip and forget about it. There are a lot of microchips in machines that become defective and have to be adjusted or replaced. A microchip in a human would have to be biocompatable and one chip would not last, biochemically speaking, from infancy to adulthood because the body chemically changes during that major growth period.
I still say that it takes entirely too much manpower to maintain that type of a system. There are so many other ways to control a population at much less of an expense.
