What makes you think that they haven't already accomplished this? The chip is minute. Every newborn is injected with the chip at birth and no one realizes this. Monitoring? Look around. Cameras everywhere. Building lobbys, traffic lights, cell phones sending photos through the air. The powers have been working on this for a looooong time. We're just getting this information now....................
