i believe it is hype...

and it is

martial law

not marshall law

the marshals in this country already have the law and are adept at dispensing the law...
martial law is the correct spelling for what you are referring to

and again.. i think it is all hype... total unadulterated hype (well, i guess that would make it very adulterated, eh?)
