I don't actually know what is meant by this. But we do know that the dark cabal do not want disclosure to occur for obvious reasons and would do anything to prevent it from happening. It could mean that they found a way to harm people that for some reason could not be prevented by the ETs.
It is good to consider that those with a greater perspective cannot always reveal every detail to those with a lesser perspective. One reason for this is that those with a lesser perspective simply would misunderstand. It is not exactly a "need-to-know" based system like that of the dark cabal. But a light version of it perhaps
. This is not ideal, but necessary at this stage when so many people are at so wastly different levels of development. The difference from the dark way is, of course, that the Light way is working towards full disclosure for all. Everything should be transparent, but this is not yet possible. Sometimes (if not often) the ones with a greater perspective must "fool" and "provoke" those with lesser a perspective a little in order to shake them out of their rigid narrow beliefsystems. The "goal" is not to convince people to believe a specific thing or not, but rather to loosen the rigidity of any beliefsystem.
