The NWO only need so many slaves, er, I mean citizens.
Everything I'm seeing so far tells me that this is a prison planet. Now, if you were a real smart warden how would you covertly run this prison with its constant influx of new (disembodied) prisoners?
The trick is to provide enough technology to increase the meat population without the meats blowing themselves up. The NWO fellas do them a service on one hand, but the insane NWO gang will face constant frustration in their attempts to reduce the population significantly unless the Keepers have decided to come up with another plan (another earth copy?) to handle the growing influx of pesky beings. I guess as long as it's not too costly for them to keep pushing the "re-set" button then they will allow just about anything that will keep the spirits traumatized in the meat. (When I gave a remote session for my dog, he blatantly referred to his body as a "tube")
The Guards in this game get to dress up as either angels or devils -- they must be having belly splits laughing at us. I just listened to an "angel" guard and she slyly interjected the importance of having enough bodies on this planet for incoming spirits, although she put it in a sugar coated wrapping.
Be as wise as serpents and as innocent as doves.
We can do whatever we want to do as long as we (1) stay here, and (2) keep the meat population up.
