I think your math is a little off there. However thereis a plan or strategy for limiting population growth that has been in force since the mid-seventies.
It was started by a study by Henry Kissinger called Memorandum 200.
Although it isn't outright in saying that one should commit genocide per sei, but made it clear that those countries and organizations that promoted low population programs would be rewarded by the US government.
