i believe it is possible to manipulate the weather, though i don't know much about the technical aspects of it. but the thought of beaming billions of watts of microwaves into the ionospere is just unnerving to me. i wonder greatly on the thoughts of those pressing the buttons. btw, check out this interesting picture of hurricane wilma.
