Over here in Brazil children from birth are obliged to have certain vaccines, shots and tests. These are to prevent disease and illness. It saves the government money to prevent, rather than to take a child into hospital with something like whooping cough, keeping them admitted for a couple of weeks then turning them back out onto the unprotected streets.
Also, over here, they're giving out flu shots to the elderly to prevent the elderly becoming ill. It's just cheaper that way, and of course the pharmas get a kick out of it.
