I suppose your saying other Countries such as Russia have the same ability and mechanical means. If so?, I suggest there was an agreement between the USA and Russia not to use weather manipulation against each other. I think this was a signed deal under the Reagan Admin. (BTW God Bless Nancy, to s full and speedy recovery).
