I see this effect all the time in the winter... it happens with bright halogen lights. They have a light that shoots straight up from them. I believe it has to do with refraction in the frozen water crystals in the air. This is why you see it get dimmer as the light goes higher, away from its source.

I am not 100% sure about the physics, but I know that this is common and natural.
