Aren't the Russians staging a major military exercise quite close to Alaska at the moment? If so that might explain the increase in military activity near Canadian cities. I have no sources to quote here but I'm pretty sure it's standard practice to have forces on a higher state of alert when military exercises of a foreign power are being held nearby, just in case the exercise is an excuse to build up forces for an attack.

You probably haven't seen anything similar for a long time because this is the first exercise of this type since the Soviet Union broke up almost 20 years ago.
