No its NOT that easy
because while it is frozen on the SURFACE, it is liquid beneath the ice. It is NOT frozen all the way to the bottom. Our submarines pass beneath it all the time...

Well there is one excuse... a Polar orbiting satellite is not viable, therefore there are blind sections over the pole...
There is also a hole in the Ozone layer over the poles... this is because there is little direct sunlight to create the ozone... quite natural actually
