I also read about this in a book series called "The Ra Material" it is basically a channeling information coming from a higher density ( i think it was fifth) explainin how there has to be min. level of consciousness ( positive or negative) to be attained before galactic federation acts upon it.
The Ra material does not suggest a three stage evac. You must have gotten this from another source. Here is a link to a compendium on RA channeled stuff. I have all five books. Probably the best I have come across.
