I'm Venezuelan, from Caracas, but living in Iceland.
Regarding safe areas in Venezuela, it seems that "Los Llanos" (the plane lands) could easily be flooded as well as the coast lines. There are some maps around that show the potential flooding risk. They were talking about that in another thread:

In my opinion, a safe area it is just where one feels good, in that place where something inside you says: "it is right here". In my case I just follow my heart and my intuition and I also "ask" God and my higher self to be with my family in the "right place at the right time" when things happen...
And remember, the best safe area is Love! ;-)
