Re: Michael Burgess - “we are under Martial Law”
Mr. Burgess was in fact referring to the Speaker's ability under House rules to declare "martial law" in the chamber. Under normal circumstances, House rules dictate that the House must have at least three days to review any proposed bill and propose amendments, changes, etc. before debate begins. What martial law means in this case is what happened the last few days: the period of review and debate is limited to one day and then the bill must be voted on.
The Speaker of the House has no authority to declare martial law for the country anyway.
