The type of construction that you need depends on what you believe will be the worse case scenario you want to plan for. Curve structures such as domes are strongest, as they tend to spread the stress to more of the total structure. Re-enforced concrete is strong. I would go for a circular base, with a dome built on top. It might survive the worse case.

A source of energy is important. Flowing water with an elevation drop can be harnessed for energy (hydro). Aquponics/ hydroponics can be a way to grow food if you have the energy source. Geophysical changes may create cloudy and rainy weather for years.
