Your statement is beliveable just as much as that thoes ficalities are capable to be there (underground under the permafrost) or otherwise. Some faciliteis may only be there for processing (to kill the red listed and initally process the blue listed.) There are more ways to get rid of humans that just imprisonment. Rioting does a good job. Nature and natural viruses, bacterial infections, and other forces also do a nice job as well (however evolution can happen in 20 generations, but for this plan by the goverment is under 1 generation.) Wether the goverment has made or constructed biological agents or not is not so much a question (they probably knew that they, the creators, were just a vulneralbe and were not plausable to be used unless you like sucide.) In the end, it will be the industries that fail because of a lack in infastructure, like chemical plants, power plants, trains that are full of goods but not being used. These are great places to get killed at because others will be there, factories tend to carry harmful chemicals, and the military will have an interest to secure the site (let alone local officials) The best stratagy is to keep moving and not stop, day to day, hour by hour. Survival off the land will become nessarry. IN NC there are plenty of deer and bear to hunt.
