Anything that came out of the blue that was not planned from the top would be immediately crushed; because, as Plato discussed himself, any cultural changes from the BOTTOM would cause a kind of ripple effect through society that was out of the elite’s control, therefore it’s not allowed. The greatest technique is to make the public at the bottom think it’s theirs, that this revolution is theirs. It works every time. And there is always a political end, a socio-political end that comes out of it. Planned, worked out, strategized, implemented, and it works perfectly.
