It is part of the general rush to secure resources by the major powers . China , Russia , Brazil and others are doing it . I take your point but I think there is something else beyond just material gain. In this time and with the economy in the state it is it makes no sense to start new wars. I am inclined to think that this is about something bigger than that.
Goverments seem to be preparing for massive solar flares by 2012, if we have them who needs oil? Civilization will be set back hundreds of years, cars will not work...etc
My intuition tells me there is something else and it is big
