Hi tone,
i have to say:
1. First HAARP is in Alaska
2. No reports of any spiral from Alaska for years
3. The axis of rotation is perpendicular to the earth-surface. They beam the energy right up, above the facility, because that’s where the antenna is.
4. You might notice in the animation the small number counting. It’s the timeframe in nano-seconds. The whole animation shows the propagation of an (invisible) ionisation wave from 0-3000 ns, which is 0-3 micro-seconds. This animation cycle will repeat itself in real-time 330.000 times per second. So, in comparison to the Norway spiral, you would have to have a time-dilution factor of about 200.000 .
Imagine an ocean wave breaking and lets assume it takes 1 second for a bigger wave to brake - that would be HAARP speed. Please show me a place on earth where a similar wave will take longer than 48 hours to complete the same process - that would be the Norway spiral speed. 
And then this effect would be still invisible.
So, its unfortunately not even a smoking brainer.
