Exactly. Listen. "Spanish newspaper ABC quotes Chavez..." and the video is just some footage of Chavez. And ABC newspaper was actually quoting a Venezuelian article reporting Russian intelligence about HAARP. That's the misunderstanding: a website from Venezuela giving credits to Russian data about HAARP causing earthquakes is not Chavez accusing the US. The fault is all on the Spanish newspaper.

It's not Chavez who said the quake was caused by HAARP. It's
Marco Gonzalez Chevige and
here, a reporter, whose article was posted on governmental Radio Nacional de Venezuela.
Here's a Google search for all pages containing "HAARP" on the government of Venezuela domain:

Translate them with Google:

and find one that quotes Chavez as saying the earthquake was caused by HAARP. It could have been, but Chavez didn't say it.
