Now all this be true, then what you have is
Offence:
4 or 5 groups/countries all diddling with each other's weather.
Counter offense:
And to defend themselves they ea. have to devote some of their energy towards controlling their own weather.
Then you reach a point where none dares to just "stop it" for fear of what will become of their patch. Now the weather is completely controlled, yet "nothing is done about it".

1. The fact that "Ozone problems" could be easily fixed, rather than the "holes and such" we have. Or...
