From the blessed half of my perspective..

yes, all beings in universe were created by Supreme Intelligence , as emanation of Source of Life , being good in nature . The Source is the very higher Good , supreme intelligence and nothing can ever compare to it .
Though beings were created as perfect at the beginning,
various and innumerable ,
to various environments that were Star Systems etc.,
not one like the another still all carrying a spark of the Original Source
thus capable of recognizing and communicating to other intelligent life forms.

Not all were created on the same evolutionary level.

Extreme hardships , environmental crashes unfortunatelly brought along and resulted in civilisation crashes ocassionally and suffering inflicted upon living beings.
The non-living universe follows rigid and hollow physical laws.
Life, that is intelligent Life in universe stands in eternal combat with laws of physics,
one trying to subjugate the other.

Yet, whome do you call good&bad ETs here , let me guess..

Good ETs : Those with pure and perfect ethical conduct that is much better and evolved than current human status.

Bad ETs : Beings with ethical status similar to humans ( comparatively ) , beings in need misusing others weakness and involuntary agreement.

Both exist and neither can be basically labeled as bad beings. Human beings too can not be labeled that way though they are capable to mistreat each other and lesser species profoundly and often without regret ,
following necessity and survival instincts.
