A couple of thoughts.

1. If I had a dollar for every disclosure pronouncement, I'd be a multi-millionaire.

2. If I had a dollar for every copy/paste disclosure pronouncement, I'd be a multi-millionaire, several times over.

3. (I lied, I had one more) It seems to me that an "all powerful Galactic Federation" whose plans for disclosure depend on the mood swings of any two-bit politician,, or the fact a clue gets leaked, should probably take up a collection, amongst the faithful, for gas money home.

Disclosure, when it comes, will not ever come from/with government, but in spite of it.

Now, I get fooled a lot, and often, but I think I have a handle on this one. The universe does not punch a clock, doesn't need a calendar.

Disclosure happens "when waiting is filled".
