To me the intent here is very clear. As things start to fall apart in the US, they are preparing to subdue the population, so there will not be a revolution. Drug the masses & there will be no problem to deal with. Once they are subdued, it is much easier to manipulate & command them to do what you want of them.

You can be assured that they have already done their experiments in their underground labs with lithium & they already know what the results will be. So no need for tests above ground........now its just a matter of when they will go ahead & start this latest attack against humanity.
