As for the dots on mailboxes. The average GPS commercial chipset is 3.12 mm x 3.17 mm; Height: 0.68 mm. (E.g. SiRF - 90 nm RFCMOS for cost effective baseband + RF integration). If such a more sneaky chip were embedded in the sticker, it'd be very easy to find someone or, as my dad says about missiles in the Middle East, you punch in the address.

Maybe it's good to have a big, 10lb magnet around, no you'd need a scrambler for the satellite signals. Just thinking out loud. Also, all cell phones have GPS chips since 9.11.
