The particle accelerator I worked on 15 yrs ago was MUCH smaller, 300 mEV max.
But the very first thing installed was a bank of GE turbines, that turned generators. We relied on no outside power to operate. We sold power back to SoCal Edison, in fact.
But to be self-sufficient, the CERN collider would probably have to hollow out most of the Alps, to install enough turbines.
My guess, someone went for coffee and kicked the plug out
