Great questions. Certainly ones we all ask at some point especially as we experience being more open and psychic (sensitive) to the mental and emotional plane.
Here are a few things to consider:
1) Your diet. Stimulants and high amounts of sugar can leave you very "scatter brained". The fight or flight response triggered by much of the additives in soda, energy drinks, coffee, and the likes throw your brain into Beta which is the monkey mind. If you can begin to associate having energy with the peace and calm feeling you get by moving slow and controled, you'
2) Your environment. Constant barrage of media/music/cars/etc.?
3) Your internal dialogue. If you constantly view yourself as being "scatter brained" simply restating how you feel can readjust your whole attitude. Next time you feel "scatter brained" tell yourself that you are not scatter brained, that you are "off point" or that your experiencing "mental turbulence". There is great power to be had in to talk to yourself in a much more compassionate tone using constructive descriptive words. Your self talk can help/hurt you. Aspire to learn words and phrases that will indeed help heal your attitude.
4) And the best for last: Your breathing. There is an irrefutable connection between the breath and the mind. There is a breath/mind axis. Becoming aware of your breathing pattern and consciously slowing it down will starkly increase your ability to control and maintain your thoughts and mind. Pranayama (Or the science of breath holding) is something I highly recommend to someone experiencing the lose of control over mind like you are. A simple exercise:
The 7/11 breath. Inhale for a count of 7 seconds. Hold your breath for 11 seconds. Exhale slowly for a count of 7 seconds. Repeat.
Try to use as much of your lung capacity as possible. Full breaths. Complete breaths. Slow and controlled. Do this for at least 10 breaths to start feeling the effects. Yes, you'll have to "slow down" and that's the point!

Start making gradual progress upon the above mentioned points and I can guarantee you'll experience a greater control over your mind. Fear not psychic vampires for they issue is within you, not outside of you.
