From what I've been told, you are correct. However, Shambhala exists within the earth and an entrace to Inner Earth is found in Tibet. They live "underground" if you will. Further, they have also setup a base of operation within the Grand Teton mountain range at the heart of the U.S. in Yellowstone National Park.

Masters make their retreats all over however, most often found where their Ray is needed most.
