It seems like that, and your reaction seems to me to be an an entirely normal consequence of the almost complete lack of communication around this whole thing. As Karen says we dont know much more than you.
I'd say be patient - wait a few weeks or months - see if the seed that has been planted germinates.
There have been other initiatives like this and none saw the light of day, or went down in a blaze of controversy (remember the Avalon "Ark" anyone ?), yet others have been magnificent - Avalon is a good example.
