Both the shawdow government and the real government (i.e. the US President) are well aware that the red phone was initiated under Regean when alein crafts appeared over nuclear silo sites in both Russia and the US which melted the nuclear war heads and scrambled the computer codes. There is no way the aliens would allow such an event to occur on this planet nor on the moon. So why all the hype?

There is something else afoot and this event was just a smokescreen to divert attention away from whatever that something is.
