Actually it was the Neo Cons who ignored the intel the CIA had that Al Queda was a myth. The Neo Cons created a secondary fake intel group that made stuff up and burried what the CIA had to say about it. Not saying the CIA are all a bunch of saints, but they where not the creators of the myth of Al Queda.
