I actually don't think they're "ETs". The Well of Souls (Arabic: Bir el- Arweh) is the name of a natural cave located immediately beneath the Sakhrah (the Foundation Stone) in the Dome of the Rock on the Temple Mount in Jerusalem.

It sounds like an expansionist ploy, with a conditioned/RF 'zombie' army, maybe clone army, maybe hybrid army, maybe aligned ETs? US has a UFO factory; UK has a Lie Factory. More of an allied invasion IMO.
