In some circumstances, there may be an obligation or at least a strong argument to enhance. Assuming vaccinations are enhancements, we have an obvious example of a case in which enhancements are required or at least strongly recommended.

At this stage, without knowing exactly what kinds of human enhancing devices and treatments will be invented, the answer is unclear.
