Since the police are local, the PTB probably think they would not force their neighbors to vaccinate, however, the military could be shuffled around the country to do just that.
I just read about a soldier back from Iraq that killed a drug dealer, for drugs, and said that after what they were doing to the people in Iraq, it felt like the normal thing for him to do.
